Voluntary committee query

I am a Pre-school leader. Our Pre-school is run by a voluntary committee.

A member of staff has raised an issue... because staff wages went into staffs banks 2 days later than usual - at the fault of the Pre-school - she went overdrawn and has incurred bank charges.

The committee is made up of 4 members and a chairperson. The 4 members (including the treasurer) think we should pay the member of staff back in full. However the chairperson has said no, just to refund half the amount.

Does the chairperson have the authority to make this decision alone, or does he have to go with the majority?

I think that majority should rule. Morally speaking, the staff member should be reimbursed in full. It's not their fault the pre-school made a mistake so why should they be penalised?

...but then again is it's the pre-schools fault that the member of staff's finances are so precariously balanced that there's nothing left at the end of the month to tide them over in the event that they don't get paid on time?

Hmmm... I suppose Preschool is not to blame for the member of staffs financial situation. However, Preschool should, as an employer, be paying the employee at the agreed time every month. Assistants pay is rubbish as it is, the least we can do is pay it on time!!!

Chairperson has come round to majoritys way of thinking, after we received evidence from the staff member that she did actually go overdrawn because of us, she received the full £50.

We will be more careful in the future about when we pay the staff!!! Lesson learned!
