Why isn't he talking to me

I met this a guy a couple weeks ago we were texting for a bit before met and we were getting to know each other. I found out he was doing a course in my area and then we decided to meet during the week. We talked for a bit and I got to find out more about him I kissed him which made my day he called me beautiful which really made me happy .We kept messaging for bit about meeting again and then he asked me if I could come round to his. I couldn't as it was really short notice so I turned him down I promised to make it up to him and we made a deal then suddenly he stopped texting I didn't think much of it has he said he was really busy with his course but then I saw him when I went out I wasn't sure if it was him at first then I realised it was I'm not sure if saw me. I then saw him during the week again he hasn't spoken to me for about nearly 2 weeks now and I don't whether he's lost interest or is just to busy to talk to me.

I'd say it's a pretty safe bet that he's lost interest. Forget it and move on.

If he wants to contact you he will - did you leave it that he was going to contact you or, if not, have you tried to contact him and had no response? It doesn't sound like this was particularly a romeo/juliet style romance anyway - cut your losses and walk away. Don't waste time on him - if he's too busy to bother replying to a text or to speak to you when you see him out - forget him...
