there is no such thing as a detector van, they have everyones name on a database, the people who are not on their database (but on the electoral roll) will get a letter, gently nagging and threatening them to get their license

Blind people have to get a license but they get a derisory reduction. Polish people can get a free license if they regularly sign on and then send most of their money to Poland. Also they get a 52" lcd tv if they spend there time getting drunk and fathering more kids, i kid you not.
