when you see people with a cholesterol rating of 3.5 or 2.1 what does that number actually mean?

Average is around 5. It means that the levels of cholestrol in their bloodstreams is relatively low. However, there are two types of cholestrol and the figures don't give the breakdown between HDL and LDL.
