Our dog used to do that until we started using a halti on him. He behaved much better both walking on the lead and encountering other dogs.

Best way is to take him to training classes to get him used to being around other dogs. You will be taught to teach him to sit and wait whilst other dogs go past, and the more he gets used to others the better he will be when he meets them.

If you do use a halti type thing there is one called a Canny Collar, which gives you more control as it attaches to the lead behind the head rather than underneath, so it tightens around the nose when the dog pulls or puts its head down., but they cannot get them off like they can a halti.

I used a halti for a while but he didnt like it and start rubbing his face on the pavement. Slightly embarrassing.

Best way to stop him is to train him.
