Just thinking out loud, and briefly.
Heads of State who were lawyers. Most Presidents of the USA?, Castro, Ghandi, Thatcher, Blair etc.
Is there any other profession that contributes so many people to positions of power?

Thatcher wasn't a lawyer. Or head of state, come to think of it. As for an answer to your question, I'd say the military.
