Yes, I'm not sure of the details but I have seen a documentary about this on TV, it is only possible with surgery, they can increase the size bit by bit with surgery, they cant just sew on 3 inches.

none of the other devices which was tested had any effect.

I should just be happy with what you got, or are you just enquiring for a friend :-)

Yes, but only minimally. There is a suspensory ligament on the base of the penis which when divided will provide perhaps another half an inch at most.

I have a small penis, but I have developed my foreplay to such a high degree of eroticism that when one comes to the point of insertion, they are already on a different planet and the small penis goes unnoticed.

Sqad, the documentary I saw, showed an actual operation involving adding length to the penis not just releasing the ligament, this guy was having about 1/2 an inch added at a time I believe.
