Braces - entitlements?

I got braces on the NHS a few years ago, when I was 15 or so. I was told that after I got them off, and after I'd worn retainers, I would get a permanent thing at the back of my mouth that would hold my teeth in position.

I never got this, and since then my teeth have moved quite a lot, not quite as bad as they were.

I just wondered, would I be entitled to get braces again for a small while for free to make my teeth as perfect as they were when I got my braces, especially since I was told I would get the other thing to hold them in shape?
