Dry skin - No sign of any sweat

About 10 years ago, I developed a patch of dry skin on my forehead. It has never gone away. In summer my forehead sweats except this patch of dry skin...no sweat. Just bone- dry like the sweat glands are no longer functioning. If left for a few days it begins to peel and flake. I have to apply a Moisturiser every day to the patch of skin to stop the flaking. Has anyone experienced this and has had a patch of skin where there seems to be no sweat produced?
