This is actually a photo of a dog who recently died and was the dear pet of a very kind person. It was totally non aggressive and had a lot of medical problems. It was in the national press when it died.

I think it is actually a chinese crested dog, from what I remember.

The link is just someone trying to make a joke of it. Poor little fellow.
