Can a step parent adopt a child if the biological parent has nothing to do with the child other than pay child support?
There is no contact between the biological parents. Can the mother and stepfather legally adopt the child and not tell the biological father? If so, how can you find out to terminate the child support payments?

I dont think a step-parent can legally adopt the child without the consent of both biological parents.
lizzy is right. you cannot adopt without the consent or at least without the biological parent being informed. If they do not agree ( which is probably what will happen) then the court will want a damn good reason why.
Why would you want to stop CS payments? If, after the adoption has gone through then maybe top via the new CSA organisation....but to be honest, i'd get some legal advice on this.
