That was a hypothetical question and no reference to any present member of the cabinet was intended.

I've seen Yes Minister and believe that all senior Civil Servants don't like anyone rocking the boat. :-)

If the "kick up the backside" was meant literally I can see how that would affect what goes on in their brain.
