I would call it an observation rather than a rant.
It was a reference to a thread where someone had not given the clue/letter count with their question in Crosswords/Q&P and then appeared to ignore the requests as posters floundered trying to answer. I think it followed a few threads of the "anyone know the answer to 7 down " variety
