Book Title, I know this should be in Arts and Lit, but I got no response :(

Hi,

I know this should be in Arts and Lit, but I got no response, and I'm so desperate to know what it is!! :(

 I REALLY need some help here, so if ANYONE knows the title of this book, I would be eternally grateful as it if AS English Language class.
I read this book some time last year, and I want to base my orginial writing piece on it, but I can't think of what the book was called, all I know is that:
It was about kids doing military/intelligence work
Only foster kids/orphaned kids were admitted
They were trained for intelligence operations
The main character has a obese/fat mum who dies, and a step-dad who he hates, and doesn't take responsibility for him, so the main character ends up in foster care in a care home.
The step-dad takes responisbility for his daughter, but eventually the daughter ends up in care as well, and ends up being part of this organisation.
The main character is a youngish boy
The tag line is something like, who would suspect a kid, but its NOT Alex Rider, but it's very similar
I would appreciate any help,
