please help me find the title/author of 1970's american novel set around the electricity grid

I'd love to find the title/author of a brilliant novel written 1970's, set in America, about electricity grid, brown outs, looking after girl reliant on electricity (electric lung?) after a black out. How the electric grid worked, fears of the future about American consumption of fossil fuels. Thought it was Joseph Heller but it's not. Please help, thank you
