I Think you are slightly confused with your acronyms. ISP stands for Internet Service Provider. I think you mean the IP address which uniquely identifies a node on the internet.

My understanding of the problem is that although broadband users are allocated a permanent IP address, dial-up users are allocated one dynamically every time they log on. I use dial-up (yes, I'm an old fuddy-duddy) and my IP address changes every two hours because my ISP limits access to a maximum of 2hrs at a time. That means that a username is not associated uniquely with any particular IP address. It also means that different users (with the same Internet Service Provider) may be allocated the same IP address at different times. Members cannot be barred purely on the basis that they are using the same IP address because they could be two genuinely different legitimate members on dial-up. (unlikely - but possible).
Now the AB Editor (or 'Eddie girl' as funkymoped calls her in his over-familiar way), is probably not into all this technical stuff but can easily confirm it by chatting to the technical team up at the monastery once their vows of silence are suspended (once every 5 tears I believe!).
And also Tripod boy.....I have 4 laptops in this house, one connection and 6 people. What if someone gets banned while I'm at work. Then it would mean no more ummmm. We know you really don't want that :-)
ummmmmmm ???????? ;0)
Also, there are a lot of ABers that don't use aliases in a malicious way, but ask questions under their pseudonyms for fear of embarrassment with others that 'know' them.
That reminds me willy nilly- did that 'rash' ever clear up?
Actuall gen2, broadband also uses dynamic addresses unless you pay / ask for a fixed one.
And it would also mean that banned people could easily get on whilst at work or any where with a pc other then their home one!
although it is a good idea in principle as regards the trolls, i have indeed used another name for a very personal question that i didnt want to post under my regular name.

Oh and shame on you for getting your acronyms mixed up
;-) lol
