My tortoise haaas cloudy eyes[looks like cataracts] is there any treatment

A vet would tell you.
Never had a turtle/tortoise with cloudy eyes. Doesn't sound to good. If it is cataracts there doesn't appear to be much hope although I have heard of blind turtles, you'd probably have to keep the food in the same place.
No doubt there would be a vet somewhere who will operate to correct cataracts but you'd have to sell your house.

I have used human anti-biotic eye drops on birds with eye infections giving good results. In case it is just an infection, it wouldn't hurt to try if you have any.
Take him to the vet - you will get a proper diagnosis there. I wouldn't try any human treatments on him, you can get to the vet tomorrow. A quick look on Google suggests it might have a number of causes - have a look here, it could be a vitamin deficiency:

What is his diet like, does he have plenty of carrots and sweet potatoes high in Beta - Carotene? It does sound like a vitamin A deficiency, your vet will be able to give him an injection, but the injections can be highly toxic too, although a deficiency can give other problems, so needs attention. You need to speak to a 'specialist' vet really, your local zoo may also offer some free advice.
