Bumps and growths on goldfish?

At christmas, we acquired a 30l bioorb fishtank and two goldfish from my boyfriend's parents. The two goldfish have been seemingly healthy. However, although one has always been a lot samller than the other, the large fish seems really healthy but the small fish has developed some bumps on it's head and there appears to be a swelling near one of it's eyes.
I don't know whether it is just a natural decline or whether it could be anything we are doing or not doing?
Can anybody advise on if we can do anything?
