Wouldn't it depend upon the conditions?

A rat is probably able to take in a lot of moisture in it's food or within it's environment.

A Camel is unlikely to find water in it's environment but has specific adapatations to dry conditions.

So , rat in the desert or camel in the lab. As Harry Hill would say "There's only one way to find out. Fight!!!"
A camel can easily live without drinking ever in its 50 or so years, providing it has green herbage available to eat.

As above, the same for a rat with the right food.

So no, it is not true.
