all over the place are polythene fences at side of roads,are they to protect some kind of wild life?

I am not 100% sure but i think its too do with the Great crested Newts.

i'm originally from e-port and it was to keep the chav's and scallies from escaping from places like the stanney grange and westminster estates.
What about green netting draped over sections of hedge?
