Contact DEFRA (department for environment, farming and rural affairs) who will tell you what you need and how long it wil take. As for the cost, well that depends on your vet, it normally takes six months for the passport to come through, although you could have the rabies jabs done here six weeks before departure and get the blodd tests done in the US, but it would still take six months from when the blood tests were done before you would be able to bring your cats back tot he UK without quarantine, also once they have been jabbed, you need to keep up to date with booster rabbies jabs (not even a day late) or you will have to start the whole process off again. For my dogs it cost 220 for the pair. Good luck
