This is not right at all and you should get your dog to the vets as soon as possible.

Your dog will be in distress and considerable discomfort.
pull them off
Bathing should do it, but you need to discover the cause first. If it is a very long coated dog, maybe it needs clipping. If it is sh*tty round its bum, then it needs cleaning/clipping. But most important, if there is a bite wound or abcess that has burst under the fur, then this needs treating, as flies will land on it and lay their eggs, which of course turn into maggots.

I once took in a rescued rough collie, and when I went to brush it, it had an old bite wound on its rump that had become infected and was infested with maggots. Even the vet heaved as he cleaned them out - he flushed them out of the wound with a salt water solution.
I don't have a dog, but I know enough to say that they don't just appear, they feed off dead and infected flesh, so takes Ethals advice, and get it to a vets asap.
Could be the dog just needs a worm tablet, has he been given one lately? if he has take him to the vets at once, as Lonnie says they don't just apppear, Good luck, Ray
Are you sure they are maggots? They may be tapeworm -they look like little segments of rice and I suppose could be mistaken for maggots, so check with the vet, and as rasparx says, he may just need a wormer..
