Just heard a mention of an old radio programme with that title.  It featured Timmy Mallet.

It couldn't be called that now, could it?

No, it has a different meaning now. Back then it was a transistor radio.

Also, tranny meant transvestite. It feels like a dirty word now. No one is transvetite now. They're transgender.

Not so.  I think Eddie Izzard and Grayson Perry, for example, are transvestites - they absolutely do not claim to be transgender, they just enjoy wearing female clothes and having a female alter ego. 

It went from transexual to transgender - that was what was correctly used, previously.

Timmy on the Tranny is OK. Timmy is a Tranny wouldn't be  true, let alone a good name for a radio show.

Is there an office somewhere with adjudicators mulling this stuff day in and out?

It's all just made up, pandering nonsense and we can't all change our language just because a few precious wee things say we have to, surely.
