Who Do I Apologise To?

Called an ambulance this evening for a friend who I thought was in trouble....he's a diabetic/alcoholic........gave address, postcode, DOB ETC and hoped for the best. Called his mobile a while later, to find from his errant son he;s moved!.....who do I call to apologise for waste of precious resource?... I feel abs dreadful
