Are there any towns where horses wear nappies?

Every year there seem to be news stories ahout councils forcing cart horses to wear nappies. How many town does this hapen in? Has it made any differnece to the poop count?

I think I have seen this in Bruges, and in new york. It's like a hammock rather than a nappy. But it keeps the poo off the pavements.
