Shrieking pet birds in neighbors garden

This morning i was woken up at the crack of dawn by a weird screaming sound and on further investigation i noticed that the neighbor had a flock of roughly 7 peacocks strutting around her garden making a loud noise which maybe okay in a kenyan safari park but is totally out of character for a detached house in watford. My cat was nearly attacked in her garden by the gang of birds and has now came in an is refusing to leave the couch.
This afternoon she was seen walking down the street with leads around their necks and everyone had top cross over the other side as people were obviously scared at her menagerie of shrieking birds and what's more is that the birds fouled the pavement on several occasions and she didn't clear the mess up even though she walked back on the same side passing her birds mess.
I never even knew peacocks were allowed as pets so is this legal, do these birds carry any diseases that we the public should be worried about and if this noise continues in the mornings or indeed night or if my cat is attacked who should i call?

Em it got better.... I laughed so much I needed to use my inhaler... I just saw the potential for escalation...peacocks...goats....timber wolves....tigers.... can somebody clone a dinosaur for the man at number 17.....
why would anyone walk around with peacocks on a lead, i mean i saw a guy do the same with a ferret, it was strange, but no stranger than the peacocks, first post and already flounced off, must be a record.
You can buy special harnesses for a ferret. They need a lot of exercise and stimulation.
She made a good stand though before she went ..

Hi all, id just like to take this opportunity for my hasty exit earlier and what i said. I feel i wasn't being taken seriously and with the lack of sleep due to being woken at the crack of dawn and with the jokes and goading i received i cracked.
I've talked to my neighbor who (didn't purchase them as sentinels against my cat) who assured me they were legal, safe and were trained by the previous breeder/owner. I was also allowed to pet them and see the shed they will sleep in and told me that they make noise mainly during mating season which lasts from early spring to early to mid-summer.
They also told me that peacocks are excellent snake killers and eat bugs which is a plus in my book.
So am i a peacock convert, well lets just say im warming to the colourful noisy buggers.

Thank goodness for that, you won't have to worry about snakes now.
I am well impressed with anyone who could train 7 peacocks they deserve a TV show.

Well nice would've been consulting your neighbors when buying a noisy exotic pet but i suppose we didn't consult them when we bought our cat so fairs fair.
Trimsereserus that's very true but we never had a snake problem in the beginning but it's refreshing to know if there are any dangerous escaped pet snakes lurking in the tall grasses and shrubbery the peacocks will get them.
Please, please, please post a photo of a peacock on a lead.

Yes i agree mamyalynne, to see someone walking several exotic birds through the urban city was a total shock to me and all who seen it.

I wish i knew how hc4336 but then again i wouldn't want my neighbor to think that im taking photos to report them or anything like that.
They also like to fly up on top of garage roofs and into trees if they can - did you ask your neighbour if the birds can still fly?

Boxtops no they can't fly as they've had their wings clipped but they can still jump and flap similar to chickens i suppose.
There is a huge flock here at the Bird Park up the road, I am sure they are clipped, but they still manage to get themselves upon shed roofs and into low trees!
Maybe approach your neighbour with a view to your local TV news show doing a feature, always popular and then we could follow the link.
