2 female rabbits mounting and chasing

i have two female rabbits 12 weeks old, sooty and sweep . sooty keeps mounting sweep and then sweep chases sooty around the house. i also think sweep has been pulling sooty's fur out but cant be sure, neither have been spayed yet as they are too young, do i need to worry that they will fight or is this normal,
