As above, it's poo. Is your fish constipated? If so, try a couple of cooked, peeled frozen peas. Fish love 'em and it will help with the constipation.

Yes for sure your fish is constipated.
Members of the carp family require some meat in their diet, so if you buy some frozen "tubiflex worms" from the pet shop and feed a few on a regular basis the problem should be resolved.

If it looks like white cotton then the fish is unwell.
If it is normal brownish droppings then yes it is constipated. Frozen fish food e.g. daphnia, bloodworm once or twice a week should fix it.
