how do I stop my cat marking everything?

I have 2 cats and they keep marking everything, I can leave anything hanging at cat level because they come along and pee up it! I've also go a problem with them tearing my new stair carpet to shreds - I've tried white pepper and expensive shop bought sprays to no avail.... PLEASE HELP!

I know you said you have tried expsensive shop bought sprays.
Just thought I would suggest Feliway, obviously dont know if you've tried it but I have heard very good reviews of this from friends of mine.

I assume they are both un-neutered tom cats? Having them neutered should do the trick. Doesn't always stop it but usually does. My boy never marks anything.
