Advertising new business

Does anyone know how I go about finding people who will hand out leaflets advertising new business to passers by in streets? Is it legal?

You know you can get the post office to deliver leaflets to a specific area in your town city ect. I think about �12.00 for 100.

I'd get a student or someone I know who needs a bit of money on the side to take a load to town on a Sat afternoon and hand them out !! tell them you are sending a couple of "secret shoppers" to make sure they are actually there !
