An ad that had to be published by a certain date (such as a garage sale) had to be paid for. Though a garage sale is just a collection of individual items, I don't know why it's different! Perhaps because it'd be too difficult then to argue what constituted a garage sale and an 'event'. However, all charity advertising was VAT exempt at least (with the correct forms filled in and the registered charity number).

13:20 If the ads are free, and the paper is free - how do they make money?
As i said through charging companies to advertise.
im reading todays canarian weekly and its got FREE ads fro items up to 500 euros now and often you will see folk advertiing in this secftion for the K9 dogs charity here if they are selling off items to rause cash or even have a garage sale .
As i said it works in tenerife why not in the uk?
I DIDNT KNOW THAT THE PAPERS WOULDNT LET FOLK ADVERTISE FOR A CHARITY EVENT FOR FREE.
