I have gone to 'System Restore', but that hasn't cleared it.

A balloon with 'system Alert keeps popping up. it reads: System Alert: Trojan-spy. Win32@mx

The page that appears, asking me to click this balloon to download a security package, keeps appearing, it say's its MS/Explorer.

Have you got a freewall installed ?

I would think a Freewall would stop this sort of thing.

Try Zone Alarm which has a free version.
Whoops, mistyped.

Should be FIREWALL.
I agree with vhelpfulguy, a firewall would be a good start. However you should also get yourself some anti-virus software and run a spyware scan. If you search for those phrases on this site, you'll find plenty of good advice. I would recommend that you install AVG for anti-virus and run SpyBot Search'n'Destroy for Spyware:

AVG - http://free.grisoft.com/
SpyBot - http://www.safer-networking.org/

But do search this site for other similar advice - there's plenty of it!

HTH

You have a nasty little trojan.

You need to run your anti-trojan utilities - try this free programme - the second one in the list:

And this:

Both free. If that doesn't shift them, try rebooting in safe mode, turn off your system restore and run them again.

We had a similar thing at the beginning of the year and I phoned microsoft and the technician talked me through lots of stuff which seemed to work in the end cos now it's fine.
During the first few seconds of your PC starting up, press F8 a few times, that should get you to a option page for Safe Mode.

Thank you ALL for your advice and sugestions. But I am going to wipe the Hard Drive, and start again. Luckily I have all "my doc's" on an external hard drive, so it shouln't be too hard a job.
THANK's AGAIN ALL.
