Use the file explorer (you can run it by moving the mouse pointer to the bottom left corner of the screen and right-clicking - it's near the bottom of that menu) to find folders, right click on each and use the Include In Library option within that pop-up menu to select the Picture Library.

I've not even seen Windows 8 (and, from what I've read, I don't want to!) but a bit of googling suggests locating a relevant folder, right-clicking on it and selecting 'Pin to Start screen' might be what you need to do. (If you've got lots of folders to deal with, I'd guess that the usual Windows trick of holding down the Ctrl key, while selecting each of them, will enable you effectively right-click on them all simultaneously).
my answer assumed that you are using the default Photos tile which displays those pics in all folders within the Photos library

(and W8 is fine, some people went into headless chicken mode when they discovered that there was no start button)
"I've not even seen Windows 8 (and, from what I've read, I don't want to!)"

a phrase with words like sand, ostrich and head springs to mind.

youve obviously not read enough and/or been reading the wrong material
