Thanks to all who have helped so far, amazing what R.O.C. and flying dancers know! Only ones left include a new question after needing to re-work a previous weak answer.
20. From William mild protest re ice encasement. ( 6 )
91. Land's End recalled king's issue in 2002. ( 7 ) (There is a Lands End in Cape Cod !)
3. Binge before the witching hour ushers this in. ( 8, 8 ) ( We all want this to be 'Shipping Forecast' but can't justify. Can you help??)
Look forward to any response.

I couldn't reconcile "binge", so I did a Google on Sailing By which i knew to be the tune played before the forecast. "Saling by Binge" came up with the goods. It's a rather pleasant, restful tune, reminiscent of a Pacific isle!

3. The answer is shipping forecast. This is always preceded on Long Wave Radio4 by the tune "Sailing By", which acts as a signal to ships' wireless operators to have their notepads ready. The tune was written by Ronald BINGE.

I should have said the Midnight Shipping Forecast - loved by insomniacs!
Very good research frugalfred or did you just happen to know that?

How perfect is that Frugalfred. At last the perfect answer.
Thank you
King's issue could be either Prince or Princess. One "Prince" born in 2002 was a Michael Jackson offspring. His moniker was "blanket" - might this be a blanket of snow?

Thanks, emperor. My lateral thinking was aided by a glass of Tia Maria!
20 Want it to be Billow...but don't know where the ice comes in.
91. Further thought - Michael Jackson's ranch is called Neverland! (Land's End?)
20. William = Bill; mild protest = OW! Billow is therefore correct, in my view.
Question Author
We already have 'blanket of snow' so it can't be that. A King's issue was Princesss Margaret who died in 2002 if that helps? I find Jamesons works as well!!
Margaret reversed is "teragram".. any relevance?
Question Author
Only need 7 letters but a brave thought, thank you. Another friend suggests TEMPEST with refs. to US, Shakespeare, Gournald etc. but I'm still lost!
