Can Osb Flooring Be Cleaned Successfully?

I've recently moved house and noticed there was an awful smell in the WC. I lifted the vinyl (which had goodness knows what kind of bacteria/fungus on the underside) and discovered the issue. There is OSB (or MDF?) floor boards and they are absolutely stinking with patches of discolouration and black areas. The previous occupant had two cats and I'm pretty sure their litter trays were kept in there. I think I can safely say they missed a few times. When I try to sweep them, they have what looks like saw dust coming off them. 

I honestly don't think me cleaning or scrubbing them will solve this issue as it's likely the urine is soaked through the boards. Have any of you had this issue? Did you manage to clean it without resorting to getting the boards removed/replaced? 

I'm no good with DIY so sanding them down wouldn't be an option - I'd probably vomit with whatever was being thrown into the air anyway. 

Can anyone advise? Truly thank full for all responses.

@Bednobs yea I think ultimately that's what I'll need to do. Trying to find a cheaper solution, but I don't think there is one.

If the source of the smell is what you think it is it will have soaked into the boards so the only real solution is to have them replaced.

I guess I would have to agree with the others and say that replacement is the best way. It's only a WC, so a pretty quick and simple job.

Before you do, you could have a go with white vinegar or even hydrogen peroxide. You may need to give it a couple of goes though. Shut the door and leave the window open for a day or two to get rid of the smell while the vinegar soaks in and neutralises the urine.

If you do replace - use flooring grade chipboard. OSB or MDF are not the best materials for floors.

Totally drench the boards thoroughly with Simple Solution, allowing it to fully soak in.  The stuff is guaranteed to destroy urine odour of anything which it actually comes into contact with.  (It works on other things too, such as human urine or a child's vomit).

Sanding MDF is dangerous, the dust is toxic.
