Does anyone know if banks allow you to open a new account if you have an overdraft at your old bank?

You can apply, but they will look into your situation with your present bank.

I moved my account once and carried over the overdraft to the new account.
It will depend on your credit history. If you are a good bet then they will welcome you. If you have bad credit and a history of unauthorised overdrafts then they will politley decline you.

Contrary to many peple belief the Banks love borrowers (authoirised ones).
The first thing they will want to know is whether it is an authorised overdraft limit on the account. Then put your application through their scoring system to see if you qualify. Finally they may want to see at least 1 months, maybe up to 3 months, statements from your previous Bank, they will be looking to check you stay within the limit, and whether there are any charges on there indicating a problem with the running of the account.
