Well, he has either been vaccinated against Anthrax (why?) OR he has been exposed with the Anthrax germ and been treated.
Either way...it doesn't look to good does it?
The spores can last for decades, but as long as you have been vaccinated......no big deal. BUT if you haven't then Anthrax is an ideal "tool" for the terrorist.

True...Anthrax spores and bacteria are naturally occurring but Anthrax as a disease is RARE in humans.
To get circulating antibodies, as this gent did, he must have either been infected with Anthrax OR been vaccinated against it.

Jahulaye, the first reason the public is not given access to anthrax vaccination is that the public are not considered to be at risk of catching the disease. You and the rest of the general public do not fall into that category right now.
A second reason is that anthrax vaccination cannot completely prevent anthrax infection in all people that are vaccinated for some quite complex reasons.
A third reason is that the vaccination regime is very difficult for the general public to adhere to. It's given as three single doses at three week intervals with a fourth dose around six months after the third dose. Then you have to have an annual booster jab. The timing is crucial and it's very difficult to organise vaccination programmes amongst the general public for various reasons - people tend to disappear on holiday or forget the due date etc. Fortunately, the people who are able to stick to the regime are almost always those in the armed forces or work in biological warfare research institutions where the importance of vaccination is drilled into them on an almost daily basis and no excuses are accepted for failure to turn up for the jab.
I know all this as I work in four such institutions for a good number of hours each month on aspects of biological warfare including anthrax and some other far more vicious pathogens.
On a personal note, anthrax vaccine causes the worst local inflammation at the injection site out of all the vaccines they pump into me each year. Some of my colleagues manage to take it in their stride.

Mind you, some people do work in occupations where anthrax remains a very real risk. These include vets, some farm workers, zoo keepers, abbatoir workers, shepherds, carcass disposal workers, leather tanners, and animal renderers amongst others.
