I am stuck as well. Can't seem to find anywhere which fits perfectly.
My best two best candidates are cities rather than towns.
I reckon we may be in South Wales, that's the best I can do at the moment.

In case anyone is still mystified, the American state is the Commonwealth of Virginia, so the UK town with the "popular name", duplicated 56 times worldwide, is.... Richmond:
