Is this likely to indicate the earliest that the restrictions will end? It does to me.

Some restrictions are effectively ending tomorrow, as I understood it. I'm not sure what is particularly special about October but it makes sense to extend the furlough scheme.
He seems to be the only one in government that puts any thought into his plans.

Just to add, businesses won't just open up, and be in the same place has when they closed, that goes really without saying, the cash till will have little going it for a while, so no need for full staff, so some will still need to be kept on furlough until it picks up.

I think a lot of restrictions will be lifted before then, but some people won’t be able to get back to work, maybe like pubs (hopefully not)etc. Won’t till then

A very pertinent question. I don't imagine for one moment the minor players will depart from having their constituents' wages paid for another five months even if they were able to opt out.

To the ‘realisation that’....
Some may be in place beyond Autumn but the hope/aim must be to have most places of work open by then but with maybe some restrictions still in place on things like concerts and football, and maybe limits on numbers for pubs and restaurants.
I think we'll end restrictions before October but they are just defining the potential time, to which some degree of Furlough will be needed. Starting even now we are heading back to what would be the new normal.
