Reducing the noise from neighbors dog by constructing wall?

Hi,
My house and neighbor's share a open space divided equally by single wall which is of 4 feet height.We stay in the first floor of our house. My neighbor keeps his dog in the open space and will run around the open space and bark like hell all day and all night. We are totally irritated and had our conversations with them and nothing seems to workout. So we have decided to construct a high wall of like 9 or 10 feet high and nearly close to the height of my first floor windows.
My question is by constructing a wall of 9 feet which is close to the height of the first floor, will it reduce the barking sound made by dog?

Next time it's making a racket just go and get the dog and put it in your own garden - see how they like it.

That is responsible dog ownership and to be highly commended earning respect for both dog and owner. If only all dog 'owners' were as conscientious and considerate of their neighbours.

It's the owners who should be shot, not the poor dog. If it was treated properly and cared for there wouldn't be a problem.

yes but that is not the case if and buts don't solve problems. If the owners are not willing then the only thing left is to shut the dog up.

Oh I would solve the problem OK. I would make myself more of a nuisance than the dog to the idiot owner, to the local council, to the RSPCA (and before you say anything I have never once not had them respond). I've done it before and I wouldn't give up till it was sorted. I'd even consider taking the dog under my wing in order to improve it's life and the lives of its neighbours although I appreciate that is not an option for everyone.

Are you saying mr, that you agree with thenry's post as a way to solve the problem?

of course not but the humane dog silencer seems to be a good idea. I accept all that you say about the dog the owner etc. All I'm saying is that whatever the rights and wrongs of it the fact is that the neighbours are being disturbed and the correct channels take time to work if at all. In the mean time must they endure?
