I think it could be the answer. Victoria is the capital of Seychelles and McVitie has a selection box called Victoria-I've often bought it.

The more I think about it the more I like it. It is also the capital of Gozo (and British Columbia, although all the other answers are countries rather than states). Thank you quinie, spot on.

Doon sooth in Fife for over fifty years but often visit family up north.I see rockyracoon has suggested Nice. It is a biscuit but not a capital-at least I don't think so.
