Yorkers are terrible tappers. Had an aunt who had one, Dad visited them and it got on his nerves so he dropped it out of the front window! It jumped back in before he could shut it!
So it was on its own most of the weekend then, poor thing. As has been suggested you need to have a word with them because if you do nothing then you will get more of the same. If they refuse to take action then your local council is your next move.
Or, if you are up for it, could you offer to have him/her with you sometimes? It might be better than the constant yapping and you may grow fond of him/her.
Whilst they don't seem to be providing it with a particularly good life it doesn't constitute cruelty or even neglect in law, unfortunately.

Thanks Ladybirder. I am going to send my dear husband round there when they return. He was cursing their names 15 hours ago ! It actually is a cute a little thing.
