i guess it must be an unlikely set of circumstances as THECORBYLOON suggests, it's just an odd way to express it but they probably think the same about some of our sayings

It seems to be a slightly coarse way of saying never, or when Hell freezes over.

If there are too many unknowns in a hypothetical, the chance of it being true is zero, just like the hypothetical situation of "an ass being pointy and filled with marmalade."
