Mr Smith happens to be black so if I say I do not want ANY black folk living next door because they will play loud music all the time, that is racist because I am allying Mr Smith's behaviour to all those of the same colour regardless of the fact that I have yet to meet these other black folk.

It's called steering on the side of caution, if one has had a previous bad experience then it is wise to be cautious.

Just like if one is bitten by a particular breed of dog, then it would be only natural for one to treat all other dogs of this breed with extreme caution.
