Le Pen is not banned indeed.
But the question was: Is Hollande's decision not specifically to invite her divisive or a welcome sign (if you are of that persuasion) that the state does not wish actively to court politicians who in the past have perhaps been very divisive themselves.
she may well have been left off the guest list because of the attitude (to recent events) of her father.

We all attend public events without being invited. For instance, only those laying wreaths at the cenotaph are invited, but everyone else is free to attend without an invitation.

If Le Pen is the leader of a recognised political party with presence in the French parliament, then in my opinion, she should have been explicitly invited. At this time, the French should band together as a nation in denouncing these attacks - and there should be no partisan exclusions.
