Police Intercepters

On the above named programme, some of the police officers have yellow objects attached to their uniforms. At first glance, they look like the handles of a couple of pairs of scissors, but are obviously not. What are they?

I havn't seen the program Oleanda but officers sometimes do carry emergency scissors for cutting seatbelts etc that may have trapped someone in an accident. So they may have been scissors.
The other yellow bit of kit carried nowadays is a Taser which sort of looks like an oversized pistol.

No, neither of those, they look more like some sort of plastic tape, folded back and forth. Wish I had a picture.
