how can i find out where a car owner/driver lives, i have his registration number but police will not tell me his address. thanks for any help.

Any police officer who provided the information would certainly lose his job and could well go to prison for it. However the DVLA will provide details of the registered owner of a car under certain circumstances: https://www.gov.uk/request-information-from-dvla

If it's for an insurance claim you could just give the number to your insurer.
Yeah surprisingly (for you) car number plates addresses are not in the public domain.

The cases BC has in the back of his mind - a policeman fired for selling addresses to a casino owner who noted number plates outside a rival and wanted to write and tell the owners he had a better deal....

and IRA sleepers who were the computer operators who were noting the numbers of those coming up - address not available - this identified unmarked police cars - The appeal concerned if a crime was committed by looking at a screen (!!) or whether they had to do something else like write the down or communicate them.

There are audit systems for accessing, and you will note in the second para that they had got past that one....
