Tanned Leather

I have a leather jacket around 10 months old and have noticed 'staining' around the collar which resembles moisture you might see from rain.
Would it be safe to try removing this with alcohol wipes??

Buy some leather soap or saddle soap, much safer.

Cleaning it with alcohol will just damage it further. It would be wise to but leather cleaner and leather conditioner. This will certainly restore the appearance of your leather.
