Maybe threads can't be accessed when the title is being being amended?

Moderators have been able to close threads since late March of this year. When a thread is closed the Editor gets a message reporting the fact, enabling him to add an explanatory message on the thread if he wants to. (However that means that there's bound to be a period, between a thread being closed and the Editor posting a message, when the answer box seems to disappear without reason).
In the email that the Ed sent out to moderators the following was given as an example as to when it might be appropriate to close a thread:
"Sometimes a thread gets totally derailed and it's quicker to delete the whole thing than it is to delete all of the individual answers that are off-topic or abusive. In this instance, consider closing the thread instead. If it all started off well and there are some valuable and considered replies, it's a shame to delete them, so closing the thread is a good way to put a stop to a discussion that's turned into a row. Of course, if it's been nonsense from start to finish, feel free to delete the whole thing as normal!"
(Please note: I never saw any of the NHS thread, so I can't say whether or not the situation described in the Ed's email actually applied there and, obviously, it wasn't me that closed it).
