I got a PCN for £110 to be paid within 28days. On the below website it says if pay within 14days the fine will be halved. Its an auto phone so no way of paying the reduced rate, nor any mention of reduction on the PCN form. As the reduced rate is on the website can I demand it to settle early?

It enabled me to go straight to the relevant web page, here: http://www.hillingdon.gov.uk/article/11018/Parking-penalties You'll see that it states "There is a 50% discount for all penalties which are paid within 14 days of the issue date". You'll probably find that the phone system automatically gives you the discount,...

Is it actually an 'official' PCN (i.e. issued by a local council or TfL) or something else (such as a charge levied by a private parking company). If so, which council issued it?

You'll probably find that the phone system automatically gives you the discount, as will the online payment system. If in doubt send them a cheque!
